Introducing the Federal Prompt Payment for Construction Work Act

Description
After several years in the making, on December 9, 2023 this federal prompt payment legislation came into force. On February 21, 2024, join Richard Gosse and Rachel Delaney of the St. John’s office of Cox & Palmer for an overview of this process-driven legislation which is intended to address timeliness of contractor and subcontractor payments, and adjudication of issues that would otherwise hold-up the payment process on construction projects with federal property interests.
Presenter Bios:
Richard Gosse is a partner at the St. John’s office of Cox & Palmer, practicing in commercial litigation with a focus in construction-related work including tendering and procurement, liens and delay, professional liability and general contract negotiations and dispute resolution. Richard is listed by the publication Best Lawyers in Canada as a leading practitioner in the area of Construction Law. He has served on the Board of Directors of the Newfoundland and Labrador Construction Association (NLCA) and has been the Provincial Chair of the Canadian Bar Association’s Construction Law Section. Within Cox & Palmer, he leads the Construction Law Practice Group and a member of the regional Construction Industry Group. In the community, he is a director of the Dr. Jack Hand Legacy Foundation Inc., and has served as Chair of the Board of Directors of Shallaway – Newfoundland and Labrador Youth in Chorus Inc.
Rachel Delaney is an articled clerk at the St. John’s office of Cox & Palmer, where she will work as a lawyer upon being called to the Newfoundland and Labrador Bar in June 2024. Rachel is a graduate of Dalhousie University’s Schulich School of Law and also holds a Bachelor of Civil Engineering (B. Eng) from Memorial University. Prior to starting her legal career, she worked as an Engineer-in-Training for two years in NL’s offshore and subsea industry. Rachel has a strong interest in the areas of construction and infrastructure law, through the practice of corporate and commercial law.
